ตามที่สํานักงานคณะกรรมการศึกษาขั้นพื้นฐาน มีนโยบายเพิ่มผลสัมฤทธิ์ทางการเรียนใน 5 กลุ่มสาระการเรียนรู้หลัก คือ ภาษาไทย คณิตศาสตร์ วิทยาศาสตร์ สังคมศึกษา ศาสนาและวัฒนธรรม และภาษาต่างประเทศ (ภาษาอังกฤษ) จึงได้มอบให้สํานักทดสอบทางการศึกษาจัดสร้างข้อสอบเพื่อเตรียมความพร้อม(Pre O-NET)สําหรับการสอบระดับชาติO-NET ประจําปีการศึกษา 2554ชั้นประถมศึกษาปีที่ 6 และมัธยมศึกษาปีที่ 3ซึ่งจะสอบปลายเดือนกุมภาพันธ์ 2555 เพื่อให้สถานศึกษาเห็นความสําคัญของการนําผลการทดสอบไปใช้ประโยชน์ในการวางแผนพัฒนาคุณภาพการศึกษา และเพื่อให้นักเรียนคุ้นเคยกับรูปแบบข้อสอบที่ถามให้นักเรียนคิดวิเคราะห์ รวมถึงวิธีการตอบข้อสอบในรูปแบบต่าง ๆเพื่อให้แก่เขตพื้นที่การศึกษาได้นําไปใช้ในการสอบนักเรียนก่อนล่วงหน้าอย่างน้อย 1 เดือน เพื่อให้มีเวลาในการแก้ไข
