ด้วยปรากฎว่ามีผู้ประกอบการดำเนินการจัดกิจกรรมด้านการค้าและการลงทุน ณ ประเทศเพื่อนบ้าน (ราชอาณาจักรกัมพูชาและสาธารณรัฐสังคมนิยมเวียดนาม) อยู่เสมอ โดยที่บางกิจกรรมมีการอ้างอิงว่าได้ดำเนินกิจกรรมร่วมกับหน่วยงานทั้งภาครัฐและภาคเอกชนทั้งของไทย และของประเทศเพื่อนบ้านโดยไม่ได้รับอนุญาต นอกจากนี้ยังมีกรณีลักลอบดำเนินกิจกรรมโดยที่จังหวัดมิได้รับทราบ ซึ่งก่อให้เกิดความเสียหายทั้งแก่ภาครัฐและภาคเอกชนที่ถูกอ้างอิง และประชาชนที่ประสงค์เข้าร่วมกิจกรรมเป็นอย่างมาก
