Die Entwicklung des deutschen Handels bringt es mit sich, dass dadurch die Eifersucht anderer handeltreibender Völker erregt wird. Das ist zu bedauern, lässt sich aber nicht ändern. Nun haben wir uns bisher bemüht, mit allen Mächten die friedlichsten Beziehungen aufrecht zu erhalten, und dies ist uns auch gelungen. Das kann sich aber ändern, und es ist nicht zu leugnen, dass eine Verschlechterung dieser Beziehungen eintreten kann. Wollen wir uns nicht in allem fügen und auf die Rolle einer Weltmacht verzichten, so müssen wir geachtet sein. Auch das freundlichste Wort macht in internationalen Verhandlungen keinen Eindruck, wenn es nicht durch eine ausreichende Macht unterstütz wird. Dazu ist den Seemächten gegenüber eine Flotte nötig.
