Development is not generally a tool for other interests Normally, the NGOs differ markedly from government and foreign donor developers. They have no interest in winning the hearts and minds of various groups and even nations for higher political purposes. Development is a tool for achieving improved living standards for the beneficiaries. This non-existence of ulterior agenda does not apply in all cases. In some cases, "successful" development projects are inextricably tied up with the survival of the organization, i e. the NGO depends heavily on a large and politically conscious donor for its funding. In another case, there is a sub-group of one group of NGO developers which does maintain a high purpose, a much higher purpose. These are the minority. (not the majority) of missionaries whose goal frequently to provide religion along with development activities. Under these conditions there is no such thing as a free lunch
