It goes without saying that, where possible, it is best to avoid construction that seriously impacts
the coast. However, in some cases, tourist infrastructure may require major construction along a
shoreline.
Bear in mind these guidelines for major construction at the shoreline:
• Fill or land reclamation cause permanent loss of marine habitat
• Excavation and dredging will permanently alter habitats and displace native
ecosystems such as mangroves, sea grasses, coral reefs, and beaches.
• Any restriction of the circulation of coastal water by coastal construction, including
changes in freshwater outflows, can degrade water quality and coastal ecosystems.
• Explosives used during construction can fracture nearby reefs and injure marine life.
• Dredging can release or generate large amounts of sediments that can be transported
well beyond the immediate vicinity of the construction activity and bury or smother bottom

best management practices such as silt screens (vertically hanging screens in the water
that encourage sediment to settle) and careful management of dredge spoil materials.
