เมื่อวันที่ 28 พฤศจิกายน 2557 เวลา 13.30 น. พล.ต.อ. เฉลิมเกียรติ ศรีวรขาน รอง ผบ.ตร./ผอ.ศปทส.ตร. พร้อมด้วย พล.ต.ท. สุเทพ เดชรักษา ผู้ช่วย ผบ.ตร./รอง ผอ.ศปทส.ตร., พล.ต.ต.เฉลิมพันธุ์ อจลบุญ รอง ผบช.น., พล.ต.ต.ก่อเกียรติ วงศ์สุเมธ ผบก.น.2, พ.ต.อ.คมศักดิ์ สุมังเกษตร รอง ผบก.น.2, จนท.ตร. กก.1 บก.ปทส. ได้ร่วมกับ ทหาร กรุงเทพมหานคร นายธัญญา เนติธรรมกุล รองอธิบดีกรมอุทยานแห่งชาติ สัตว์ป่าและพันธุ์พืช นายศักดิ์ดา วิเชียรศิลป์ ผู้อำนวยการสำนักป้องกันปราบปรามและควบคุมไฟป่า นายธนวัฒน์ ทองตัน รักษาราชการแทนผู้อำนวยการกองคุ้มครองพันธุ์สัตว์ป่าและพืชป่าตามอนุสัญญา และเจ้าหน้าที่จาก กรมพัฒนาธุรกิจการค้า กระทรวงพาณิชย์ ออกตรวจสอบร้านค้าเครื่องประดับและของที่ระลึกที่ทำมาจากงาช้างในตลาดนัด เจเจมอลล์ และตลาดนัดจตุจักร กรุงเทพมหานคร เพื่อตรวจสอบว่า มีการลักลอบนำงาช้างหรือผลิตภัณฑ์ที่ทำมาจากงาช้างที่ผิดกฎหมาย โดยเฉพาะงาช้างแอฟริกาที่นำมาจำหน่าย ว่ามีการขออนุญาตหรือไม่ รวมทั้งการจัดทำบัญชีให้เป็นปัจจุบันหรือไม่เพราะตามกฎหมายของกระทรวงพาณิชย์ ผู้ค้างาช้างต้องขอจดทะเบียน ต้องจัดทำบัญชีให้เป็นปัจจุบันอยู่เสมอ การตรวจครั้งนี้ เพื่อตรวจสอบว่า ผู้ใดยังไม่ได้จดทะเบียน จะต้องดำเนินการให้ถูกต้อง และต้องทำบัญชีให้เป็นปัจจุบัน เพื่อป้องกันการนำงาช้างหรือผลิตภัณฑ์งาช้างที่ผิดกฎหมายมาสวมจำหน่าย
การระดมในวันนี้ เป็นการปฏิบัติการตามแผนปฏิบัติการงาช้างแห่งประเทศไทย และ ของสำนักงานตำรวจแห่งชาติ ทั้งนี้ได้สั่งการให้ทุกสถานีตำรวจบูรณาการกับเจ้าหน้าที่ทหาร กรมอุทยานแห่งชาติฯ และพัฒนาธุรกิจการค้าจังหวัด ระดมตรวจสอบพร้อมกันทั่วประเทศ ตั้งแต่วันที่ 28 พฤศจิกายน 2557 ถึงวันที่ 12 ธันวาคม 2557 และให้รายงานผลการปฏิบัติต่อ ศปทส.ตร. ภายในวันที่ 15 ธันวาคม 2557 โดยให้สำรวจทั้งที่เปิดเป็นร้านถาวร แผงลอย และพ่อค้าเร่ขาย ตามแหล่งท่องเที่ยวต่าง เพื่อบันทึกประวัติไว้ หากพบว่า มีรายใด มีการนำงาช้างผิดกฎหมายมาจำหน่าย ได้สั่งการให้ดำเนินคดีอย่างเฉียบขาด
จากข้อมูลกรมอุทยานแห่งชาติฯ และกรมพัฒนาธุรกิจการค้า พบว่า เคยมีการสำรวจร้านค้าที่จดทะเบียนขออนุญาตทั่วประเทศ มีทั้งสิ้น 230 ราย แต่ในเขต กทม. พบว่า มีร้านค้าที่ยังไม่ได้จดทะเบียน ทั้งสิ้น 76 ราย ซึ่งทางกรมพัฒนาธุรกิจการค้า ได้มาสำรวจและแจ้งเตือนไว้แล้วเมื่อห้วงระหว่างวันที่ 5-9 พฤศจิกายน 2557 และหากครบกำหนด 30 วัน (10 ธ.ค.57) แล้วยังไม่จดทะเบียนฯจะมีความผิดต้องระวางโทษปรับไม่เกิน 2,000 บาท และปรับอีกไม่เกินวันละ 100 บาทจนกว่าจะได้จดทะเบียนพาณิชย์ตามมาตรา 19 แห่งพระราชบัญญัติทะเบียนพาณิชย์ พ.ศ. 2499 รวมทั้งหากไม่จัดทำบัญชีสินค้า จะมีความผิดต้องระวางโทษปรับไม่เกิน 30,000 บาท และปรับเป็นรายวันอีกไม่เกินวันละ 1,000 บาท จนกว่าจะปฏิบัติให้ถูกต้อง ตามมาตรา 28 แห่งพระราชบัญญัติการบัญชี พ.ศ. 2543
