It's unlikely that kansas will end up the only state applying strict liability to ownership and possessed of firearms. it is quite likely that such pressure will be universal.
Regardless of the local rules, peace officers have to exert control over firearms, whether they are privately owned or agency owned, and personally possessed. the keys can't be where minors have acess. that's too bad. There are cases on record where children have properly used firearms in defense of themselves and parents. that could happen in kansas, although the sharp criminal offender would simply sue the victims and win a judgment.
