(พิเศษ) ดร. ถนัด คอมันตร์ ตรงกับสมัยรัฐบาลของจอมพลถนอม กิตติขจร เป็นหัวหน้าคณะนำผู้นำจากประเทศสมาชิกอีก 4 ประเทศ ประกอบด้วย มาเลเซีย, ฟิลิปปินส์, อินโดนีเซีย และสิงค์โปร์ เข้าร่วมประชุมหารือ เพื่อกำหนดแนวทางในการจัดตั้งสมาคมอาเซียนขึ้น โดยใช้สถานที่บ้านพักตากอากาศที่แหลมแท่น ต. บางแสน อ. เมือง จ. ชลบุรี เป็นที่ดำเนินการประชุม เมื่อวันที่ 6 สิงหาคม พ.ศ. 2510 และมีได้การจัดทำเอกสารข้อตกลงร่วมกัน เรียกว่า “Spirit of Bangsaen” หรือ จิตวิญญาณแห่งบางแสน ต่อมาเมื่อวันที่ 8 สิงหาคม พ.ศ. 2510 ได้มีการลงนามในปฏิญญาก่อตั้งอาเซียน ซึ่งเรียกว่า “ปฏิญญากรุงเทพ” (Bangkok Declaration) หรือปฎิญญาอาเซียน (ASEAN Declaration)
