Landasan sistem penyelenggaraan negara di zaman Orde Baru (Orba) yang bernama Garis-garis Besar Haluan Negara (GBHN), kembali menjadi topik pembicaraan diskusi para praktisi politik.

Jumat siang (13/9), Dewan Perwakilan Daerah (DPD) menggelar diskusi dengan tema "Pilpres 2014 & Pro Kontra tentang Perlunya GBHN" di Gedung DPD RI, Jakarta.

Diskusi itu dihadiri, antara lain, oleh John Pieris Wakil Ketua DPD RI dan Siti Zuhro, Pengamat Politik LIPI.

Dalam diskusi, John Pieris memaparkan, nilai-nilai GBHN yang diterpakan di zaman Orde Baru (Orba) memiliki plus minus dalam menjalankan roda penyelenggaraan negara.

"Dengan adanya GBHN, pembangunan di zaman Orba menjadi terarah. GBHN memberikan ruh dalam trilogi pembangunan delapan jalur pemerataan, ungkap John.

Namun, Siti Zuhro justru berpendapat bahwa GBHN terlalu normatif. Karena itu, pembangunan negara tidak terlalu penting mengacu pada kebijakan yang memiliki nilai normatif.

Apa yang saya pahami tentang GBHN selama masa Orba lebih normatif. GBHN disusun oleh politisi dan tidak detail, kata Siti.

Menurut Siti, yang paling pokok adalah membuat sinergi antara pusat dan daerah serta harus dikhususkan oleh karakteristik geografis masing-masing daerah.
