QUY ÐỊNH XUẤT XỨ ƯU ÐÃI GSP CỦA EU, SWITZERLAND, NORWAY, TURKEY


* Hàng xuất khẩu từ Việt Nam sang EU, Switzerland, Norway, Turkey được coi là có xuất xứ Việt Nam theo quy định xuất xứ ưu đãi GSP của nước nhập, được cấp C/O form A khi:
- Thuộc loại hàng có xuất xứ thuần túy Việt Nam, hoặc
- Ðược sản xuất, gia công, chế biến tại Việt Nam có sử dụng nguyên liệu nhập khẩu, nguyên liệu mua tại Việt Nam không rõ xuất xứ, hoặc nguyên liệu sản xuất tại Việt Nam từ 2 loại nguyên liệu này; nhưng hoạt động sản xuất, gia công, chế biến hàng hóa thực hiện tại Việt Nam không thuộc các hoạt động sản xuất, gia công, chế biến đơn giản, và đáp ứng quy định xuất xứ ưu đãi GSP của nước nhập.
* Hàng xuất sang các nước ASEAN (trừ Singapore) để làm nguyên liệu sản xuất sản phẩm, hoặc sơ chế, và/hoặc xuất tiếp sang các nước EU, Switzerland, Norway, Turkey, nếu khách hàng ASEAN cần cung cấp C/O form A để áp dụng quy tắc cộng gộp ASEAN, thì có thể xét cấp C/O form A theo quy định xuất xứ GSP của nước nhập khẩu cuối cùng.
* Lưu ý : - EU, Switzerland, Norway, Turkey có quy tắc bảo trợ nguyên liệu chung của các khối nước này (nguyên liệu nhập khẩu và có xuất xứ từ các nước này, có giấy chứng nhận chuyển dịch mẫu EUR.1 được coi là nguyên liệu Việt Nam khi xét xuất xứ của sản phẩm), và quy tắc cộng gộp ASEAN (nguyên liệu nhập khẩu và có xuất xứ từ các nước ASEAN, có C/O form A được coi là nguyên liệu Việt Nam khi xét xuất xứ của sản phẩm).
- Quan hệ giữa chi phí sản xuất sản phẩm và các loại giá :
. Chi phí sản xuất + lãi của nhà sản xuất = Trị giá xuất xưởng
. Trị giá xuất xưởng + chi phí đưa hàng từ xưởng lên mạn tàu = Trị giá FOB
. Trị giá FOB + phí bảo hiểm, cước tàu = Trị giá CIF
. Giá gia công (CMP) + tổng trị giá nguyên liệu = Trị giá FOB (trong trường hợp nhận nguyên liệu, tiền gia công tính cả chi phí giao hàng lên tàu)
- C/O form A được cấp bởi VCCI, được kê khai như hướng dẫn
