ระยะที่ 1 ก่อสร้างเขื่อนสิริกิติ์ขึ้นเพื่อกักเก็บน้ำไว้ในอ่างสำหรับประโยชน์ ทางด้านการชลประทาน และการผลิตกระแสไฟฟ้า
ระยะที่ 2 ก่อสร้างเขื่อนนเรศวรขึ้นที่บ้านหาดใหญ่ อำเภอพรหมพิราม จังหวัดพิษณุโลก เป็นเขื่อนทดน้ำ พร้อมทั้งก่อสร้างระบบส่งน้ำสำหรับพื้นที่สองฝั่งในอำเภอพรหมพิราม อำเภอเมือง อำเภอบางระกำ และ อำเภอบางกระทุ่ม จังหวัดพิษณุโลก กับอำเภอสามง่าม อำเภอเมือง และอำเภอตะพานหิน จังหวัดพิจิตร รวมพื้นที่ประมาณ 678,000 ไร่ โครงการระยะที่ 2 นี้ ได้เริ่มงานก่อสร้างเบื้องต้น เมื่อ พ.ศ.2512 แล้วเสร็จปี พ.ศ.2527
