ตัน ภาสกรนที เกิดเมื่อวันที่ 4 เมษายน พ.ศ. 2502 ในครอบครัวชาวไทยเชื้อสายจีนที่มีฐานะปานกลาง โดยบิดาของเขาอพยพมาจากสาธารณรัฐประชาชนจีน และตั้งรกรากที่จังหวัดชลบุรี ตันจบการศึกษาชั้นมัธยมปีที่ 3 และเริ่มทำงานแรกเป็นพนักงานแบกของ ซึ่งมีค่าแรง 700 บาท และหันมาเป็นเจ้าของแผงหนังสือที่ชลบุรี และเริ่มต้นขยายกิจการไปซื้อห้องแถว จนกลายเป็นเจ้าของธุรกิจอสังหาริมทรัพย์[2] เมื่อวันที่ 9 กันยายน พ.ศ. 2542 ตันเริ่มต้นธุรกิจภัตตาคารบุฟเฟ่ต์อาหารญี่ปุ่น ภายใต้ชื่อ “โออิชิ” และขยายมาทำธุรกิจเครื่องดื่ม คือชาเขียวโออิชิ และน้ำผลไม้ อะมิโน โอเค โดยที่กลุ่มธุรกิจนี้ของเขา ประสบความสำเร็จอย่างสูง นอกจากนี้ยังมีธุรกิจอื่นๆ อย่างสตูดิโอถ่ายภาพแต่งงานเป็นต้น
