สำหรับด้านการบริหารความเข้มแข็งของชุมชนของผู้นำองค์กร จะพบว่า ผู้นำองค์กรส่วนใหญ่มีการบริหารความเข้มแข็งต่อชุมชนดี โดยจะมีการจัดโครงการและกิจกรรมที่มีลักษณะเป็นเครือข่ายความร่วมมือกับภาคประชาสังคม ภาคธุรกิจ หน่วยงานราชการทั้งส่วนภูมิภาคและส่วนกลาง และภาคประชาชนเพื่อพัฒนาคุณภาพชีวิตประชาชนทุกด้าน เช่น โครงการธนาคารขยะมูลฝอย โครงการชุมชนปลอดขยะมูลฝอย เป็นต้น รวมถึงการจัดประชุมสัมมนาคณะกรรมการชุมชนและผู้นำชุมชนเป็นประจำปีทุกปี โดยมีวัตถุประสงค์เพื่อร่วมรับฟังปัญหาต่างๆ ของชุมชน เพื่อเปิดโอกาสให้ผู้นำชุมชนได้เสนอแนะแลกเปลี่ยนความคิดเห็น และยังเป็นการสร้างความสัมพันธ์อันดีระหว่างชุมชนด้วย ซึ่งองค์กรปกครองส่วนท้องถิ่นต่างๆ ก็มีการบริหารความเข้มแข็งที่แตกต่างกันออกไป มีทั้งประชาชนที่ให้ความร่วมมือและไม่ให้ความร่วมมือ โดยสามารถแยกเป็น 3 กลุ่ม ได้ดังนี้
