Несмотря на неудовлетворительное санитарное состояние городов Западной Сибири, автор приводит аргументы, доказывающие постепенную трансформацию городской среды. Она проявлялась в изменении повседневных практик горожан по содержанию в чистоте улиц, площадей, придомовых территорий, удалению и вывозу нечистот, соблюдению санитарных требований в различных учреждениях социальной инфраструктуры. Прослеживается зависимость эпидемических заболеваний жителей от общего санитарного фона городов.
Делается вывод о постепенном изменении санитарно-гигиенических представлений и соответствующих им поведенческих установок горожан под влиянием процессов урбанизации и индустриализации, пришедших в Сибирь в начале XX в. Названные процессы вызвали рост культурных потребностей жителей сибирских городов. Инфраструктура Тобольска, Томска и Омска пополнилась водопроводами, новыми аптеками и врачебно-приемными пунктами. Повседневной заботой местных органов власти стали работы по осушению болот, разбивке скверов и парков, очистке придомовых территорий, установлению санитарного контроля за вывозом бытовых отходов. Активизировали свою деятельность врачебно-санитарные комиссии.
Большое влияние на санитарное просвещение горожан оказали местная пресса, периодическое проведение бесплатных общественных лекций с приглашением представителей официальной медицины, деятельность различных обществ (трезвости, помощи неимущим, охранения народного здравия и т.п.). В общественной среде постепенно происходило осознание того, что только совместные усилия власти и горожан могут принести ощутимые результаты в деле улучшения санитарной ситуации на местах.
