จัดให้มีคณะผู้เชี่ยวชาญเฉพาะด้าน ภายนอกคณะทำงานของที่ปรึกษา (Peer Review)) เพื่อดำเนินการตรวจสอบความถูกต้อง และให้การรับรองความเหมาะสมของเอกสารที่ระบุในข้อ 7.3 – 7.7 อย่างน้อย 8 คน และต้องได้รับความเห็นชอบต่อรายชื่อดังกล่าวจาก อบก.
