เปิด สอนครั้งแรกในหลักสูตรวิทยาศาสตรบัณฑิต สาขาวิชาเทคโนโลยีสารสนเทศ โดยนักศึกษารุ่นแรก มีจำนวน 42 คน และทำการเรียนการสอน ณ โรงเรียนเทศบาล 6 นครเชียงราย ในภาคการศึกษาต้น และ ย้ายมาทำการเรียนการสอน ณ อาคารเรียนชั่วคราว (อาคารส่วนหน้า) ในภาคการศึกษาปลาย
