สร้างขึ้นพร้อมพระสมุทรเจดีย์ในสมัยรัชกาลที่ 3 มี 4 ศาลา ต่อมาในรัชกาลที่ 4 โปรดเกล้าฯให้สร้างวิหารทางด้านทิศใต้หันหน้าออกทะเล จึงได้รื้อถอนออกไปหนึ่งหลังเเละในรัชกาลที่ 5 ศาลาประกอบในบริเวณพระสมุทรเจดีย์ชำรุดจึงโปรดเกล้าฯ ให้รื้อถอนเเละสร้างศาลาโถง 5 ห้องขึ้นเเทนปัจจุบันคงเหลือศาลาราย(เก๋งจีน) 2 หลัง เป็นศาลาศิลปเเบบจีน ประโยชน์ให้เป็นสถานที่พักผ่อนสำหรับพุทธศาสนิกชนที่เดินทางมาสักการะองค์พระสมุทรเจดีย์
