In dealing with multi-stakeholder situations, the SWOT framework
can diagnose the current situation and develop suitable
strategies and tactics by maximizing both strengths and opportunities,
minimizing the internal weaknesses and external threats,
transforming the identified weaknesses into strengths and taking advantage of opportunities . In fact, there is a trade-off relationship among
the four factors. The further utilization of SWOT is usually based on
qualitative and quantitative analysis of internal and external factors,
as well as on the capabilities and expertise of the people
involved in the planning process . Besides, in a SWOT
analysis, some items might be appearing simultaneously in
different categories given that the factors are significant; however,
the influenced stakeholders would be different.
