เมื่อวันที่ 1 เมษายน 2542 บริษัทได้ทำสัญญากับบริษัทย่อยในสัญญาดำเนินการและการบำรุงรักษาท่อส่งก๊าซ บริษัทจะดำเนินการและบำรุงรักษาระบบท่อส่งก๊าซแทนบริษัทย่อย โดยบริษัทย่อยมีภาระผูกพันที่จะต้องจ่ายค่าธรรมเนียมการรับบริการเป็นรายเดือนตามสูตร เงื่อนไขและเกณฑ์ตามที่ระบุไว้ในสัญญา สัญญานี้มีกำหนดเวลา 5 ปี และสามารถต่อสัญญาได้อีกครั้งละ 1 ปีโดยอัตโนมัติ สัญญานี้มีผลบังคับใช้จนกระทั่งคู่สัญญาฝ่ายใดฝ่ายหนึ่งมีหนังสือเป็นลายลักษณ์อักษรแจ้งยกเลิกสัญญาอย่างเป็นทางการล่วงหน้าเป็นเวลา 12 เดือน
