Công tác hoạch định bao gồm: lập kế hoạch, triển khai thực hiện, đánh giá và điều chỉnh các hoạt động sao cho phù hợp với kế hoạch.
Toàn bộ các quá trình sản xuất kinh doanh của công ty đều được hoạch định cụ thể.
Công ty triệt để áp dụng phương pháp tiếp cận theo quá trình trong việc lập kế hoạch và triển khai các quá trình cần thiết để thực hiện các hoạt động sản xuất kinh doanh, đảm bảo các sản phẩm, dịch vụ được cung cấp đạt chất lượng và đáp ứng yêu cầu của khách hàng.
Công tác hoạch định bắt đầu bằng việc lập kế hoạch: xác định các tiêu chí cần đạt được đối với sản phẩm hoặc dịch vụ, và các nguồn lực cần thiết để tổ chức quá trình hoạt động. Mục tiêu của sản phẩm được xác định dựa vào các yêu cầu đối với sản phẩm (xem mục 7.2) và các mục tiêu chất lượng của công ty (xem mục 5.4.1).
Đầu ra của việc hoạch định là một bản kế hoạch chi tiết để triển khai các hoạt động sản xuất kinh doanh (dài hạn và ngắn hạn), trong đó nêu rõ:
- Mục tiêu đối với các hoạt động quy hoạch, thiết kế tổng thể, thiết kế chi tiết, lập kế hoạch thi công xây lắp đối với các dự án; hoặc các kế hoạch kinh doanh khai thác hạ tầng kỹ thuật khu công nghiệp, cũng như các yêu cầu đối với những hoạt động đó;
- Các bước thực hiện cho từng quá trình sản xuất kinh doanh (được cụ thể hóa và chi tiết hóa trong các quy trình tương ứng như quy trình quản lý dự án đầu tư xây dựng công trình hoặc quy trình kinh doanh khai thác hạ tầng kỹ thuật khu công nghiệp);
- Đề xuất việc cung cấp nguồn lực cần thiết như con người, cơ sở hạ tầng, trang thiết bị... cho các hoạt động quản lý dự án hoặc kinh doanh khai thác hạ tầng kỹ thuật khu công nghiệp.
- Các chuẩn mực và tiêu chí để kiểm tra, đánh giá, nghiệm thu sản phẩm của các quá trình quản lý dự án đầu tư hoặc kinh doanh khai thác hạ tầng kỹ thuật khu công nghiệp;
- Các hoạt động sẽ được tiến hành để nghiệm thu, xác nhận giá trị sử dụng, giám sát, kiểm tra đối với các giai đoạn khác nhau của quá trình quản lý dự án đầu tư xây dựng cơ bản hạ tầng;
- Các hồ sơ cần lưu để cung cấp bằng chứng, chứng minh rằng các quá trình trên đều đã được thực hiện và đáp ứng được những mục tiêu đề ra.
Cách thức đáp ứng các yêu cầu về chất lượng được quy định cụ thể trong mỗi quy trình tác nghiệp, cũng như các hướng dẫn công việc tương ứng của từng phòng ban. Các yêu cầu về chất lượng được thể hiện trên cơ sở các yêu cầu của pháp luật, chế định, khách hàng và các yêu cầu do công ty tự đưa ra... Các yêu cầu này chính là chuẩn mực cho các hoạt động sản xuất kinh doanh của công ty.
