The WHO’s Framework Convention on Tobacco Control is a basis for countries to implement tobacco control policies and is an effective tool to reduce smoking prevalence and related harms (59). In order to facilitate implementation of these policies in countries, WHO has introduced MPOWER measures, which include (I) monitoring tobacco use and prevention policies; (II) smokefree air policies; (III) cessation programs; (IV) warnings (health warnings and mass media); (V) bans on advertising, promotion, and sponsorship; and (VI) raising tobacco taxes (60). These policies can be implemented at increasing levels.
