Tuy nhiên, vì nền kinh tế tăng trưởng dưới tác động bên ngoài ngày một phức tạp nên sự can thiệp của Nhà nước xuất hiện như một điều tất yếu cho sự hoạt động có hiệu quả của nền kinh tế thị trường. Mặc dù còn có những hạn chế nhất định song sự can thiệp của Nhà nước vẫn là cần thiết.
