The need to serve citizens better has become one of the major preoccupations of public
administration today and the government can no longer shoulder that responsibility alone. Social
and human development needs have become complex and diverse and to address these complex
and diverse needs some form of cooperative effort is required. Various players need to be brought
into the public service delivery process to be able to contribute effectively to social and human
development needs. This paper looks at how the cooperative public service delivery approach
has evolved and been applied in Tanzania. We have argued that despite the actual and potential
benefits that the cooperative public service delivery model brings, there is still a lot to be learnt
about this model. The Tanzanian case shows that the model poses a number of challenges that
ought to be addressed before significant success of the model could be recorded.

Kebutuhan untuk melayani warga lebih baik telah menjadi salah satu keasyikan utama publik
administrasi hari ini dan pemerintah tidak dapat lagi memikul tanggung jawab itu saja. Sosial
kebutuhan pembangunan dan manusia telah menjadi kompleks dan beragam dan untuk mengatasi kompleks
kebutuhan dan beragam beberapa bentuk usaha koperasi diperlukan. Berbagai pemain harus dibawa
ke dalam proses pelayanan publik untuk dapat memberikan kontribusi secara efektif untuk sosial dan manusia
kebutuhan pembangunan. Makalah ini melihat bagaimana pendekatan pelayanan publik koperasi
telah berkembang dan telah diterapkan di Tanzania. Kami berpendapat bahwa meskipun aktual dan potensial
manfaat yang membawa model pelayanan publik koperasi, masih banyak yang harus dipelajari
tentang model ini. Kasus Tanzania menunjukkan bahwa model memiliki sejumlah tantangan yang
harus diatasi sebelum keberhasilan yang signifikan dari model bisa dicatat.
