There was a plan to use the army to disperse Maidan by force! It was supposed to happen with the help of 2,500 military personnel.

Volodymyr Zamana, the previous chief of staff, had refused to carry out Lebedev’s order, which is apparently why he had been replaced by Ilyin. But Ilyin said he wouldn't do it either -- on February 22, 2014, Ilyin announced that the army remains loyal to the nation and will not be pulled into the political conflict.
