ฐบาลไทยจัดการประชุมว่าด้วยการโยกย้ายถิ่นฐานแบบไม่ปกติ



เมื่อวันที่๒๙ พฤษภาคม ๒๕๕๘ รัฐบาลไทย โดยกระทรวงการต่างประเทศได้ จัดการประชุม ว่าด้วยการโยกย้าย ถิ่นฐาน แบบไม่ปกติ ในมหาสมุทรอินเดีย ณ โรงแรมอนันตรา สยาม กรุงเทพฯ โดยมีวัตถุประสงค์สำคัญเพื่อ เป็นเวที สำหรับประชาคมระหว่างประเทศ โดยเฉพาะประเทศที่เป็นสมาชิก ของกระบวนการบาหลี ที่ได้รับผล ประทบโดยตรง จำนวน ๑๗ ประเทศ เพื่อร่วมกันหาแนวทาง แก้ไขปัญหา อย่างเร่งด่วน สำหรับผู้โยกย้ายถิ่นฐาน ที่ตกค้างกลางมหาสมุทรอินเดีย ซึ่ง ณ ขณะนี้ มีประมาณ ๗,๐๐๐ คน



การประชุมครั้งนี้ ต้องการ การแก้ปัญหาอย่างยั่งยืน บนพื้นฐานของ หลักการแบ่งเบาภาระระหว่างประเทศ  

การโยกย้ายถิ่นฐานแบบไม่ปกติเป็นประเด็นที่ประเทศไทยให้ความสำคัญตลอดมาการประชุมครั้งนี้ มีผู้แทน ระดับสูงจากประเทศที่ได้รับเชิญและประเทศผู้สังเกตการณ์ได้แก่ ญี่ปุ่น สวิตเซอร์แลนด์ และสหรัฐอเมริกา รวมทั้งสิ้น ๗๔ คน รวมทั้ง มีผู้แทนจากองค์การระหว่างประเทศ  ๓ องค์กร คือ ผู้อำนวยการใหญ่ องค์การ ระหว่างประเทศเพื่อการโยกย้ายถิ่นฐาน (IOM) ผู้ช่วยข้าหลวงใหญ่ผู้ลี้ภัยแห่งสหประชาชาติ (UNHCR)

และผู้แทนภูมิภาคเอเชียตะวันออกเฉียงใต้และแปซิฟิกของสำนักงานว่าด้วยยาเสพติดและอาชญากรรมแห่ง สหประชาชาติ (UNODC) ผู้ประสานงานสหประชาชาติประจำประเทศไทยพร้อมด้วยเอกอัครราชทูตและผู้ แทนระดับอุปทูตในประเทศไทยกว่า ๔๐ ประเทศ ได้เข้าร่วมสังเกตการณ์



พลเอกธนะศักดิ์ ปฏิมาประกร รองนายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงการต่างประเทศ ได้กล่าว เปิดการประชุม โดยเน้นย้ำถึงความเร่งด่วนสำหรับทุกประเทศ ใน ภูมิภาคที่เกี่ยวข้องทั้งประเทศต้นทาง ระหว่างทางและปลายทางรวมทั้งผู้มีส่วนได้ส่วนเสีย ในการแก้ไขปัญหา อย่างเป็นรูปธรรมและยั่งยืน ในเรื่องของการโยกย้ายถิ่นฐานแบบไม่ปกติในมหาสมุทรอินเดีย



การประชุมครั้งนี้   นอกจากจะเกิดขึ้นจาก การให้ความสำคัญของการช่วยเหลือชีวิตของผู้ที่อยู่กลางทะเลแล้ว ยังต้องการความร่วมมือ ในการหยุดยั้งปัญหาที่ต้นเหตุโดยเฉพาะอย่างยิ่งปัญหาการค้ามนุษย์ และอาชญากรรม ข้ามชาติอื่นๆ ที่เกี่ยวข้องในด้านเศรษฐกิจและการพัฒนาที่ยั่งยืนของประเทศ



พลเอกธนะศักดิ์ ปฏิมาประกร เน้นย้ำให้การประชุมครั้งนี้ เป็นการหารืออย่างสร้างสรรค์ระหว่างมิตรประเทศ

โดยปัจจุบันประเทศไทยดูแลผู้ลี้ภัยและผู้พลัดถิ่น จำนวนประมาณ ๑๓๐,๐๐๐ คน ซึ่งในจำนวนนั้น มีผู้โยกย้าย ถิ่นฐานแบบไม่ปกติทางทะเลจากบังกลาเทศและเมียนมาร์ จำนวน ๖๐๐ คน



รัฐบาลไทยให้ความสนใจในประเด็นดังกล่าวภายใต้ความร่วมมือกับประชาคมระหว่างประเทศโดยรัฐบาลไทย ได้ดำเนินการสอดคล้องกับพันธกรณีระหว่างประเทศและกฎหมายภายในประเทศ ดังนี้



๑)ปฏิบัติภารกิจพิเศษเพื่อให้ความช่วยเหลือด้านมนุษยธรรมอย่างเร่งด่วนสำหรับผู้โยกย้ายถิ่นฐานแบบไม่ปกติที่ตกค้างอยู่กลางทะเล

๒) ส่งเรือของกองทัพเรือเพื่อเป็นฐานปฏิบัติการลอยน้ำ สำหรับการให้ความช่วยเหลือและการดูแลรักษาพยาบาลที่จำเป็นต่อผู้โยกย้ายถิ่นฐานระหว่างรอการเดินทางผ่านต่อไป

๓) จัดเครื่องบินของกองทัพเรือและกองทัพอากาศเพื่อบินลาดตระเวนเพื่อสนับสนุนปฏิบัติการทางมนุษยธรรม



นอกจากนั้น รัฐบาลไทยจะจัดตั้งศูนย์ปฏิบัติการร่วมกับ IOM และผู้มีส่วนได้ส่วนเสียที่เกี่ยวข้อง โดยศูนย์ปฏิบัติ การดังกล่าวจะทำหน้าที่เป็นผู้ประสานงานหลักในการเอื้ออำนวยความช่วยเหลือและการสนับสนุนจาก ประชาคมระหว่างประเทศในการแก้ไขปัญหาดังกล่าว



นายนรชิต สิงหเสนี ปลัดกระทรวงการต่างประเทศเป็นประธานในการประชุม โดยผู้แทนจาก IOM และ UNHCR ได้นำเสนอภาพรวมของสถานการณ์การโยกย้ายถิ่นฐานแบบไม่ปกติทั้งในระดับภูมิภาคและระดับโลก หลังจากนั้นผู้แทนจากประเทศผู้ได้รับผลกระทบโดยตรง ได้แก่ ไทย บังกลาเทศ อินโดนีเซีย มาเลเซีย และเมียนมาร์ ได้กล่าวถึงสถานการณ์ในประเทศและความพยายามในการแก้ไขปัญหาดังกล่าว



ในการประชุมครั้งนี้ ได้มีการหารือ เกี่ยวกับมาตรการที่ประเทศต่างๆ จะพิจารณาดำเนินการร่วมกันเพื่อแก้ไข ปัญหาต่างๆ เช่นการช่วยเหลือทางนำ้ ภารกิจการค้นหาช่วยชีวิต การจัดการช่วยเหลือหลังจากขึ้นฝั่งการทำให้ กฎหมายรัดกุม การหาหนทางให้มีการ อพยพถิ่นฐาน อย่างปลอดภัย และถูกฎหมายด้วย
