kalau menurut saya jika ingin membuat GBHN lagi itu sama saja dengan kita harus merubah kembali UUD 1945, karena jika GBHN di buat otomatis MPR menjadi konstitusi tertinggi di negara indonesia tidak setara lagi dengan presiden dan sebagainya. dan jika melihat dari GBHN pada masa orde baru (orba) memang ada sedikit kelebihannya. akan tetapi dampak buruknya harus di perhatikan. masa sekarang ini kita bangsa indonesia melupakan sejarah-sejarah kelam zaman-zaman sebelumnya. sekarang ini bangsa indonesia cenderung ikut-ikutan negara negara lain dalam hal pengaturan negara. menurut saya GBHN tidak terlalu penting. saya lebih setuju dengan otonomi daerah, walaupun sulit dilakukan akan tetapi otonomi daerah akan membuat daerah indonesia berkembang dengan cepat di setiap daerahnya dan tidak terpusat pada satu daerah saja, tinggal pemerintahnya saja yang membuat rencana jangka panjang supaya perkembangan dan otonomi daerah ini dapat terlaksana dengan baik. GBHN jika dilihat dari sejarahnya memang pembangunan dikatakan lebih bisa terawasi dan terarah, akan tetapi GBHN dalam hal pembangunannya biasanya cenderung pada beberapa daerah saja dan kurang merata. memang benar jika tidak ada GBHN presiden cenderung melakukan pembangunan sesuai dengan apa yang diinginkan partai politiknya, dalam hal ini sebenarnya bukan harus ada GBHN atau tidak akan tetapi seharusnya presiden itu wajib melepas atribut-atribut partai setelah dia menjabat jadi presiden seperti zamannya presiden BJ. habibi. karena menurut saya partai adalah penghambat presiden untuk bergerak dan mengeluarkan kebijakan pembangunannya.
