As a whole, the share of the industrialized countries accounts for nearly 80 percent of total military spending worldwide. Calculation of the world's military spending is inevitably inaccurate due to lack of data. In addition, there are difficulties associated with differences in the exchange rates of national currencies in the system of military production and costing of military products, as well as in the structure of prices in the civilian and military sectors. To solve these problems, the UN General Assembly in 1980 has introduced a standardized reporting system, and subsequently every year, encouraged Member States to submit annual reports to the Secretary General on the level of its military spending, prepared on the basis of this system. In 1988, the mountains, the Secretary General has received data from 28 countries, which used a system of accountability.
