Conclusion It is an unfortunate oversight that the program for educational reformsuggested in the 2003 AHDR does not address the diglossic situation in Arabic.On the contrary, the UNDP (2003) calls for pan-Arab cooperation in "curriculum development, textbook production and teacher training, areas in which acommon language represents a major advantage" (UNDP, 2003, p. 58). Theauthors of this program have ignored the effects of diglossia and dialectaldifferences on learning and have not prepared for the potentially negative impactthis might have on educational reform.
