Unter den gegebenen Umständen gibt es nur ein Mittel, um Deutschlands Handel und Kolonien zu schützen: Deutschland muss eine Flotte von solcher Stärke haben, dass selbst für die grösste Flotte [gemeint war England - Anm. d. Red] ein Krieg mit ihm ein solches Risiko in sich schliessen würde, dass ihre eigene Überlegenheit gefährdet wäre. [..]
