Electronic proposals must be submitted ONLY to bids.af@undp.org; proposal sent or copied to
any other email address may be considered disqualified.
Electronic bids: Financial Proposal MUST be password protected by the bidder. UNDP will
request for such passwords from bids.af@undp.org, technical proposal of which has passed
through the 70% threshold during the technical evaluation.
All documents mention in section 26 and 27 of the Data Sheet of the RFP must be included with
the technical proposal.
Financial statements and/or bank certified statements will be key documents for UNDP to
measure a company’s financial capacity to conduct the required services. Company may provide
other type of financial documents, such as insurance, bank guarantee, etc. which proves
company’s sound financial status, UNDP will consider such documents sufficient against this
requirement. Audited Financial reports are not required.
Technical proposals should be prepared in line with the requirements specified in the TOR, also
ensuring evaluation criteria are met.
Experience of Development of at least 2 Large Web based applications in last 3 years.
Structure, names and CVs of the proposed implementation team (key personnel) to conduct the
required services must be provided.
UNDP discourages sub‐contracting. If a company wishes to sub‐contract a part of their task
under UNDP contract, they must meet all the criteria for sub‐contracting and also must obtain
written approval from UNDP prior to such engagement.
Joint Venture is allowed. Legal binding documents of such engagement must be provided with
the Technical Proposal.
There will be no public proposal opening.
The RFP is open for all nationals; there is no nationality restriction.
