Nilai luhur kemanusiaan akan menumbuhkan sikap tepasalira, menghormati hak asasi manusia, anti penjajahan, mengutamakan kebenaran dan keadilan, mencintai sesamamanusia, tenggang rasa, dan sebagainya. Negara memberi kebebasan untuk menentukan jumlah anak, akan tetapi program keluarga berencana merupakan program pemerintah agar warganegara lebih bertanggung jawab pada generasi mendatang. Warga negara berhak menentukan jenis pekerjaan dengan imbalan yang layak menurut kemampuannya masing-masing
