39- يلعب القطاع الاهلي دور الشريك للدولة اللبنانية في تقديم الخدمات المختلفة لجميع شرائح المجتمع ولا سيما الفئات الاكثر تهميشاً، من خلال تفويض هذه الصلاحيات الى الجمعيات عبر عقود تبرمها الإدارات الحكومية معها على أساس مساهمات مالية يتفق عليها الطرفان، لكنها في كثير من الأحيان تبقى عاجزة عن توفير التغطية الملائمة للمستفيدين. كما ان هذه العلاقة التعاقدية تخضع لرقابة غير ممنهجة أو علمية قائمة على معايير محددة وشفافة.
