8 years after the Okinawa Summit, Japan is againpreparing to host the leaders of the G8 countries,and global health is one of the priorities on thesummit agenda. In a speech about global health andJapanese foreign policy, Japanese Foreign MinisterMasahiko Kimura stated that human security is "veryrelevant to cooperation in the 21st century. That is tosay, it is vitally important that we not only focus on thehealth of individuals and protect them, but also striveto empower individuals and communities throughhealth-system strengthening ". 5 With this statement,the minister showed Japanese commitment not onlyto support global health but also to do so througha human security approach. A group at HarvardUniversity has also advocated for global action onhealth-system strengthening as part of their proposalto the G8 leaders. 6Human security approaches have the potential tocontribute to improved health for several reasons. First,as a human-centred approach, human security focuseson the actual needs of a community, as identifi ed bythe community. 7 Second, human security highlightspeople vulnerability and aims to help them to buildresilience to current and future threats, and to help themto create an environment in which they can protect theirown and their familys health even in the face of otherchallenges. Third, human security aims to strengthenthe interface between protection and empowerment.In the context of public health, a protection approachaims to strengthen institutions in a society to prevent,monitor, and anticipate health threats. On the otherhand, an empowerment approach aims to enhancethe capacity of individuals and communities toassume responsibility for their own health. 8 Humansecurity also looks at the interface between these twoapproaches, and encourages those with political andeconomic power to create an enabling environment forindividuals and communities to have more control overtheir own health.
