- Triển khai thực hiện dự án theo đúng nội dung đã được phê duyệt tại quyết định này và các quy định pháp luật có liên quan, việc khởi công xây dựng sau khi đã hoàn tất các thủ tục pháp lý về quyền sử dụng đất và đảm bảo đủ điều kiện khởi công theo điều 72 của Luật Xây dựng. Trong trường hợp ranh đất thực tế có thay đổi làm ảnh hưởng đến quy mô đầu tư công trình đã được phệ duyệt tại quyết định này, chủ đầu tư phải trình thẩm định và phê duyệt lại dự án theo quy định.

- Trước khi khởi công xây dựng chủ đầu tư có trách nhiệm:

- Có trách nhiệm lập quy chế quản lý dự án, trong đó ghi rõ các yêu cầu về quản lý cốt san nền, điều kiện triển khai thi công, điều kiện vệ sinh môi trường và thời gian thực hiện cho từng công đoạn để quản lý và thông báo cho khách hàng cũng như gửi cho chính quyền địa phương (Ủy ban nhân dân phường Bình Trưng Tây quận 2, Ủy ban nhân dân quận 2) và Sở Xây dựng để theo dõi.

- Thực hiện các nội dung và lưu ý đối với chủ đầu tư trong kết quả thẩm định thiết kế cơ sở dự án đầu tư xây dựng công trình Khu dân cư phức hợp trên khu đảo quy mô 7.9944 tại ngã ba sông Sài gòn và sông Giồng Ông Tố, giai đoạn 1 tại phường Bình Trưng Tây, Quaanj2, Tp.HCM số 2639/BXD-HĐXD ngày 31/12/2008 của Bộ Xây dựng.
- Thực hiện tất cả các nghĩa vụ theo quy định tại điều 16 và điều 17 Nghị định 90/2006/NĐ-CP ngày 06/09/2006 của Chính Phủ về quy định chi tiết và hướng dẫn thi hành luật nhà ở; công trình phải được kiểm định chất lượng trước khi đưa vào sử dụng và kết quả kiểm định phải gửi đến Sở Xây dựng để theo dõi, kiểm tra.
- Báo cáo kết quả thực hiện dự án theo định kỳ 6 tháng 1 lần và khi kết thúc dự án cho ủy ban nhân dân quận 2 và sở xây dựng.
