При вступлении в ВТО Казахстан договорился о господдержке АПК, превышающей уровень России, Украины, Кыргызстана, Грузии, Хорватии. По итогам завершения переговоров была достигнута договоренность на применение мер государственной поддержки сельского хозяйства, в виде рямых субсидий - «желтой корзины» на уровне 8,5% от валовой продукции сельского хозяйства.
Отметим, Российская Федерация, Украина, Киргизия, Молдова, Хорватия, Грузия по итогам переговоров получили право на оказание государственной поддержки - «желтой корзины» только 5%. Как поясняет Минсельхоз в распространенном пресс-релизе, по правилам ВТО теоретически эти 8,5% могут быть оказаны дважды: без привязки к продукту на сумму равную 8,5% от стоимости валовой продукции сельского хозяйства (к примеру, субсидии на ГСМ, на воду, удешевление процентной ставки); в привязке к конкретному продукту на сумму равную 8,5% от валовой стоимости данного продукта (т.е. 8,5% от валовой продукции пшеницы, мяса, молока и т.д.). В денежном выражении это должно составлять порядка 2,1 млрд. долларов США, в том числе 1,2 млрд. долларов США без привязки и 0,9 млрд. долларов США с привязкой к конкретным продуктам.
