個別シナリオデータ（CSVファイル形式）を、ログサーバー上のフォルダに

個別シナリオデータ（CSVファイル形式）を、ログサーバー上のフォルダにアップロードし、DBにシナリオデータを格納する機能を提供する。
アップロードされたCSVは内容を変更することなく、サーバーの所定位置にファイル保存する。
個別シナリオデータは各期のタイミングで登録されるため、DBへは以下の条件でシナリオデータを登録する。
