Listed above a number of significant problems in the legislation on public procurement significantly hampers its effective use, even taking into account the implementation of NGO proposals for the procurement of social services. In this regard, relevant is the proposal to adopt the law on state grants for NGOs, which is not intended to replace the existing mechanism financing of social activities through non-profit organizations under state social contracts. The confidence that this will serve as an additional tool to better and more effective budget financing of social sphere, in cases where the objective limitations in the mechanism of government procurement not achieve the tasks facing the state authorities. Using the grant mechanism is faster and less expensive compared to public procurement mechanisms;
