Nguồn gốc khu đất: khu đất gồm 01 phần do các hộ dân sử dụng, Công ty Việt Hà đã hoàn tất công tác bồi thường theo Công văn xác nhận số 24/BC-UB ngày 13/02/2001 của Ủy ban nhân dân phường Bình Trưng Tây- quận 2, theo đó xác nhận tổng diện tích là 67.603m2; phần diện tích còn lại là sông, rạch, bờ đê do Nhà nước trực tiếp quản lý.
Theo đó, UBND thành phố có QĐ số 2756/QĐ-UB ngày 14/6/2004 về giao đất cho Công ty Việt Hà thực hiện dự án với tổng diện tích 68.232m2.
Sau đó, dự án nêu trên của Công ty Việt Hà bị đưa ra xử lý nợ, UBND thành phố có Quyết định số 3335/QĐ-UBND ngày 05/7/2005 về điều chỉnh QĐ số 2756/QĐ-UB từ Công ty Việt Hà sang Công ty Mua bán nợ và tài sản tồn đọng của doanh nghiệp- Bộ Tài chính.
