Nghị định 28/2016 quy định việc bỏ thu phí sử dụng đường bộ đối với xe môtô hai bánh, xe môtô ba bánh, xe gắn máy và các loại xe tương tự có hiệu lực từ 5/6. Phí sử dụng đường bộ được thu hàng năm trên đầu phương tiện giao thông cơ giới đường bộ tới đây chỉ bao gồm: ôtô, máy kéo, rơ moóc, sơ mi rơ moóc được kéo bởi ôtô, máy kéo và các loại xe tương tự.

Bộ Tài chính có trách nhiệm hướng dẫn chế độ quản lý thu phí sử dụng đường bộ, quy định cụ thể kỳ kê khai, nộp phí sử dụng đường bộ (theo tháng, quý, năm, kỳ đăng kiểm) đối với ôtô cho phù hợp với từng trường hợp nộp phí.
