The Korean experiences on urban growth management policies shown that it should be very careful to define spatial problems in any geographic scales and each kind of urban growth management policies and plans such as decentralization of economic and social activities, relocation public and manufacturing establishments away from the city, and restrictions on zoning and etc, can not be successfully implemented if they overlook economic and financial costs involved.
The Korean experiences on urban planning teach us that it should be carefully to define the functional zones and internal structure of the city, and to develop not only Central business district, but also second and third order commercial centers as general commercial, distribution commercial, and district’s or neighborhood’s commercial centers.
Also, the study shows that the urban land use management policies and urban land use classification and zoning systems of Seoul are very useful experiences and it can be used as a model for the development of new land use management system in Ulaanbaatar city.
