การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) เพื่อออกแบบรูปแบบแหล่งทรัพยากรการเรียนรู้แบบเปิดผ่านโมบายเทคโนโลยี เพื่อส่งเสริมทักษะการรู้สารสนเทศดิจิตอลสำหรับนักศึกษาระดับอุดมศึกษา 2) เพื่อประเมินรูปแบบแหล่งทรัพยากรการเรียนรู้แบบเปิดผ่านโมบายเทคโนโลยี เพื่อส่งเสริมทักษะการรู้สารสนเทศดิจิตอลสำหรับนักศึกษาระดับอุดมศึกษา โดยมีผู้เชี่ยวชาญ จำนวน 5 ท่าน ในการประเมินรูปแบบ ได้แก่ ผู้เชี่ยวชาญด้านการออกแบบการจัดการเรียนการสอน และผู้เชี่ยวชาญด้านเทคโนโลยีสารสนเทศและการสื่อสาร เครื่องมือที่ใช้ในการวิจัยคือ แบบสอบถามสำหรับประเมินความเหมาะสมของรูปแบบแหล่งทรัพยากรการเรียนรู้แบบเปิดผ่านโมบายเทคโนโลยี เพื่อส่งเสริมทักษะการรู้สารสนเทศดิจิตอลสำหรับนักศึกษาระดับอุดมศึกษา การวิเคราะห์ข้อมูลทางสถิติ ได้แก่ ค่าเฉลี่ยเลขาคณิต และค่าเบี่ยงเบนมาตรฐาน
วิธีการดำเนินการวิจัยแบ่งออกเป็น 2 ขั้นตอน ประกอบด้วย 1) ศึกษาและวิเคราะห์เอกสารและงานวิจัยที่เกี่ยวข้องกับแหล่งทรัพยากรการเรียนรู้แบบเปิดผ่านโมบายเทคโนโลยี เพื่อส่งเสริมทักษะการรู้สารสนเทศดิจิตอลสำหรับนักศึกษาระดับอุดมศึกษา 2) การออกแบบรูปแบบแหล่งทรัพยากรการเรียนรู้แบบเปิดผ่านโมบายเทคโนโลยี เพื่อส่งเสริมทักษะการรู้สารสนเทศดิจิตอลสำหรับนักศึกษาระดับอุดมศึกษา และ 3) การประเมินความเหมาะสมของรูปแบบแหล่งทรัพยากรการเรียนรู้แบบเปิดผ่านโมบายเทคโนโลยี เพื่อส่งเสริมทักษะการรู้สารสนเทศดิจิตอลสำหรับนักศึกษาระดับอุดมศึกษา
ผลการวิจัยพบว่า รูปแบบแหล่งทรัพยากรการเรียนรู้แบบเปิดผ่านโมบายเทคโนโลยี เพื่อส่งเสริมทักษะการรู้สารสนเทศดิจิตอลสำหรับนักศึกษาระดับอุดมศึกษา ประกอบด้วย 3 องค์ประกอบ ได้แก่ 1) แหล่งทรัพยากรการเรียนรู้แบบเปิด 2) โมบายเทคโนโลยี และ3) ทักษะการรู้สารสนเทศดิจิตอล ผลการประเมินรูปแบบโดยผู้เชี่ยวชาญ สรุปได้ว่าอยู่ในระดับมาก ( x ̅=4.43, S.D. =0.80) โดยมีผลการประเมินดังนี้คือ ความเหมาะสมรูปแบบของกิจกรรมแหล่งทรัพยากรการเรียนรู้แบบเปิด อยู่ในระดับมาก (x ̅=4.20, S.D. =0.42) ความเหมาะสมองค์ประกอบของแหล่งทรัพยากรการเรียนรู้แบบเปิด อยู่ในระดับมาก (x ̅=4.10, S.D. =0.81) ความเหมาะสมด้านโมบายเทคโนโลยีอยู่ในระดับมากที่สุด ( x ̅=5.00, S.D. =0.00) และความเหมาะสมด้านทักษะการรู้สารสนเทศดิจิตอลอยู่ในระดับมาก( x ̅=4.10, S.D. =0.99)
