เพื่อใช้ในการก่อสร้างเส้นทาง โดยเป็นเงินช่วยเหลือแบบให้เปล่าร้อยละ 30 (59 ล้านบาท) และเงินกู้ผ่อนปรน
แบบมีเงื่อนไขร้อยละ 70 (138 ล้านบาท)
3.1.2 ไทยและรัฐบาล สปป.ลาว ได้ลงนามในความตกลงว่าด้วยการเดินรถไฟร่วมกัน
