Ngân hàng Nhà nước thực hiện mạnh mẽ các biện pháp điều hành nhằm kiểm soát tốc độ tăng trưởng tín dụng dưới 20%, tổng phương tiện thanh toán khoảng 15-16% và điều chỉnh cơ cấu tín dụng theo hướng tập trung cho sản xuất nông nghiệp, nông thôn,xuất khẩu, công nghiệp hỗ trợ, doanh nghiệp nhỏ và vừa; hạn chế cho vay đối với lĩnh vực phi sản xuất để đảm bảo tỷ trọng cho vay đối với lĩnh vực phi sản xuất;Tín dụng đượ c kiểm soát chặt chẽ, tăng ở mức thấp, nhưng cơ cấu tín dụng chuyển dịch theo hướng tích cực, tập trung vốn cho lĩnh vực sản xuất, nông nghiệp, nông thôn và xuất khẩu, giảm cho vay đối với lĩnh vực phi sản xuất. Ước đến cuối năm, tín dụng tăng 12%, trong đó VND tăng 10,2%; tín dụng ngoại tệ tăng 18,7%, nhưng từ tháng 8 đến tháng 12 tín dụng ngoại tệ đã có xu hướng tăng chậm lại. Ước đến cuối năm, tín dụng đối với lĩnh vực sản xuất tăng 18% (trong đó, tín dụng nông nghiệp, nông thôn tăng 25%, tín dụng xuất khẩu tăng 58%); tín dụng đối với lĩnh vực phi sản xuất giảm 20%, trong đó, dư nợ cho vay để đầu tư, kinh doanh chứng khoán giảm 43%, dư nợ cho vay để đầu tư kinh doanh bất động sản giảm 18,4%, dư nợ cho vay tiêu dùng giảm 23%.
