เศรษฐกิจและความสามารถ/ความพร้อมของคนไทยที่มีอยู่ ซึ่งการเจรจาจัดทำเขตการค้าเสรี รัฐบาลจะตัดสินใจทำเขตการค้าเสรีก็ต่อเมื่อ โดยรวมของประเทศได้ผลประโยชน์มากกว่าเสียผล ดังนี้
