3, Các đề tài cải tiến cắt giảm tiêu thụ năng lượng giảm phát thải CO2 có thể ko triển khai được. Vì kế hoạch đầu tư trang thiết bị phục vụ cho việc cắt giảm khí nhà kính (kế hoạch chi phí được thiết lập theo năm tài chính)
