บทนำ

การพิจารณาจัดทำแผนพัฒนาการกีฬาแห่งชาติ ฉบับที่ ๖ (พ.ศ. ๒๕๖๐ – ๒๕๖๔) เป็นการดำเนินการในช่วงเวลาที่สำคัญของประเทศคือ ช่วงเวลาแห่งการปฏิรูปประเทศไทยให้ก้าวไปสู่การเป็นประเทศที่มีความ
"มั่นคง มั่งคั่ง และยั่งยืน" โดยประชาชนทุกภาคส่วนของสังคมเข้ามามีส่วนร่วมในการปฏิรูปเพื่อประสานประโยชน์และสามารถอยู่ร่วมกันได้อย่างสงบสุข ซึ่งภาครัฐได้มีกลไกขับเคลื่อนเพื่อดำเนินกระบวนการปฏิรูปประเทศอย่างเป็นระบบ อาทิ สภานิติบัญญัติแห่งชาติ สภาขับเคลื่อนการปฏิรูปประเทศ ร่วมกับหน่วยงานที่เกี่ยวข้องที่เป็นกลไกประจำในการดำเนินงาน โดยเป้าหมายในการพัฒนาการกีฬาได้มุ่งเน้นในเรื่องการขจัดความเหลื่อมล้ำและสร้างความเป็นธรรมทางเศรษฐกิจและสังคมเพื่อการพัฒนาที่ยั่งยืน ด้วยการสร้างกลไกหรือปัจจัยสนับสนุนของหน่วยงานภาครัฐที่สามารถให้บริการประชาชนได้อย่างทั่วถึง สะดวก และรวดเร็ว

การออกกำลังกาย และการกีฬาเพื่อสุขภาพมากขึ้น รวมถึงการใช้ประโยชน์ของการกีฬาเป็นเครื่องมือในการพัฒนาคน สังคม และเศรษฐกิจของประเทศ จึงเป็นโอกาสและช่วงเวลาอันดีของประเทศไทยในการกำหนดแนวทางการปฏิรูปการกีฬาของประเทศที่ชัดเจนเพื่อนำพาให้ประชาชนมีสุขภาพที่แข็งแรง มีการกีฬาที่เป็นเลิศ เป็นสังคมสุขภาวะและมีสภาพแวดล้อมหรือบรรยากาศที่เอื้อต่อการพัฒนาอุตสาหกรรมการกีฬาเพื่อสร้างมูลค่าเพิ่มทางเศรษฐกิจของประเทศ
ทั้งนี้ แผนพัฒนาการกีฬาแห่งชาติ ฉบับที่ ๖ (พ.ศ. ๒๕๖๐ – ๒๕๖๔) นอกจากจะเป็นกรอบทิศทางการพัฒนาการกีฬาของประเทศแล้ว ยังถือเป็นกลไกสำคัญในการปฏิรูปการกีฬาของประเทศให้เกิดผลอย่างเป็นรูปธรรม ซึ่งแนวทางการปฏิรูปการกีฬาของประเทศได้ถูกบรรจุไว้ในแผนพัฒนาการกีฬาแห่งชาติฉบับนี้ โดยในการจัดทำแผนฯ ได้ผ่านกระบวนการมีส่วนร่วมและรับฟังความคิดเห็นจากผู้มีส่วนเกี่ยวข้องในทุกภาคส่วนของสังคม โดยเฉพาะอย่างยิ่งการสะท้อนความต้องการของประชาชนทั่วประเทศ และคำนึงถึงบริบทการเปลี่ยนแปลงที่สำคัญต่อการพัฒนาการกีฬาเพื่อประโยชน์ในการพัฒนาคุณภาพชีวิตของคนไทย สร้างสังคมที่เข้มแข็ง และสร้างสรรค์เศรษฐกิจของประเทศให้เติบโตยิ่งขึ้นไป
