41- يعتبر قانون حماية الاحداث المخالفين للقانون والمعرضين للخطر 422/2002 القانون الخاص الذي يرعى عدالة الاحداث وبالاخص الذين هم بنزاع مع القانون، ولحد الآن لا يزال العديد من بنوده الاساسية والمتعلقة بحمايتهم لم يتم تنفيذها وبالاخص فيما يتعلق بالاصلاحيات الخاصة بالاحداث والموزعة على المحافظات.
