- Các chỉ tiêu về công trình công cộng trong khu nhà ở cao tầng như: trạm y tế (hoặc phòng khám đa khoa); khu sinh hoạt công đồng; sân chơi công cộng; khu thể dục thể thao; khu quản lý; cửa hàng phục vụ cuộc sống thường nhật… và các chỉ tiêu khác phải đảm bảo theo Quy chế xây dựng và Tiêu chuẩn xây dựng Việt nam 323:2004 (Nhà ở cao tầng – tiêu chuẩn thiết kế)
- Về trường học: bố trí chỗ học dành cho khối mầm non trong phạm vi đất dự án với diện tích 5m2 sàn/01 trẻ và 5m2 sân chơi cây xanh/01 trẻ. Riêng học sinh tiểu học và trung học sẽ bố trí tại các trường ngoài phạm vi dự án, chỉ tiêu học sinh tính theo QCQHXD và Quyết định 02/2003/QĐ-UB ngày 3/1/2003 của Ủy ban nhân dân thành phố.
- Chủ đầu tư có trách nhiệm liên hệ Ủy ban nhân dân quận 2 để đóng góp kinh phí xây dựng trường học theo quy mô dự án để phục vụ cộng đồng dân cư của dự án và liên hệ Sở Tài chính để đóng góp nghĩa vụ tài chính bổ sung do đã điều chỉnh chỉ tiêu quy hoạch so với trước đây khi đấu giá quyền sử dụng đất (thực hiện theo chỉ đạo của Ủy ban nhân dân thành phố tại Công văn 3392/UBND-ĐTMT ngày 31/5/2008)
- Chủ đầu tư có trách nhiệm liên hệ Sở Giao thông Vận tải để trình thẩm định phương án thiết kế kỹ thuật ven sông Sài Gòn; cầu ngang qua sông Giồng Ông Tố và rạch nhánh.
- Trong trường hợp ranh đất, khi triển khai xây dựng dự án có sự điều chỉnh, thay đổi so với ranh đất của đồ án quy hoạch chi tiết 1/500 nêu trên (xác định theo Bản đồ giao – thuê đất số 6889-ĐĐ/GĐ-TNMT được Sở Tài nguyên và Môi trường duyệt ngày 10/10/2007) dẫn đến thay đổi các chỉ tiêu đã thống nhất tại mục 4 và 5 nêu trên, chủ đầu tư có trách nhiệm trình hồ sơ đến cơ quan thẩm quyền xem xét, thẩm định lại.

Điều 2. Công ty Cổ phần Bất Động Sản Bình Thiên An có trách nhiệm thực hiện tiếp một số công việc như sau:
- Lập và trình duyệt quy chế quản lý xây dựng; lập và trình duyệt thiết kế cơ sở, thiết kế thi công các hạng mục công trình và hệ thống hạ tầng kỹ thuật do đơn vị tư vấn có chức năng lập àm cơ sở thực hiện công tác quản lý quy hoạch, xây dựng đo thị theo nội dung đã được phê duyệt.
- Trong trường hợp ranh đất và diện tích đất được cơ quan chức năng giao có thay đổi so với ranh đất đã được phê duyệt; hoặc trong quá trình triển khai có phát isnnh những vấn đề chưa phù hợp, chủ đầu tư phải thực hiện việc điều chỉnh quy hoạch và trình cơ quan thẩm quyền thẩm định, phê duyệt lại theo quy định.

Trên cơ sở đồ án quy hoạch chi tiết xây dựng đô thị tỷ lệ 1/500 được phê duyệt, Công ty Cổ Phần Bất Động Sản Bình Thiên An phối hợp phòng, ban có liên quan thuộc Ủy ban nhân dân quận 2 và Ủy ban nhân dân phường Bình Trưng Tây tổ chức công bố quy hoạch theo quy định. Các phòng ban chức năng thuộc Ủy ban nhân dân quận 2 có trách nhiệm kiểm tra, quản lý, giám sát việc xây dựng dự án theo quy hoạch được duyệt và có biện pháp xử lý các trường hợp vi phạm theo thẩm quyền và quy định của pháp luật.
Điều 4. Chánh Văn phòng Hội đồng nhân dân và Ủy ban nhân dân quận 2, Trưởng phòng Quản lý đô thị, Trưởng phòng Tài nguyên – Môi trường, Thanh tra xây dựng quận.
