รัฐบาล ก็ได้มีการจัดตั้งสำนักงานคณะกรรมการพัฒนาการเศรษฐกิจและสังคมแห่งชาติ (สศช.) ได้เข้ามาประสานความช่วยเหลือในด้านเศรษฐกิจของผู้ประสบปัญหา ด้วยแนวทางการแก้ไขปัญหาความยากจน โดยมีข้อสรุปดังนี้
1. การส่งเสริมนโยบายเศรษฐกิจมหภาคให้เอื้อต่อการแก้ไขปัญหาความยากจน เช่น การปรับโครงสร้างเศรษฐกิจให้เข้มแข็งและยั่งยืน, การส่งเสริมเศรษฐกิจในอาชีพเกษตรกรรม, การเพิ่มรายจ่ายภาครัฐในการจัดบริการพื้นฐานทางสังคมแก่คนจน และผู้ด้อยโอกาส เป็นต้น
2. การเพิ่มศักยภาพและโอกาสของคนจน เช่น การเปิดเวทีประชาคมท้องถิ่น , การขยายเครือข่ายและศูนย์การเรียนรู้ของชุมชน การถ่ายทอด, ความรู้จากปราชญ์ชาวบ้าน, การปรับใช้ภูมิปัญญาท้องถิ่นกับเทคโนโลยีสมัยใหม่อย่างเหมาะสม เป็นต้น
3. การพัฒนาระบบคุ้มครองทางสังคมและผู้ด้อยโอกาส เช่น การขยายขอบเขตการประกันสังคมและการมีสวัสดิการให้ครอบคลุมผู้ยากจนและผู้ด้อยโอกาส เป็นต้น
