The poor view of a public service management is still inherent to this point so it is not easy for people to trust in the management of services. To overcome this, it is necessary to make efforts to improve the quality of public services continuously in order to realize a good public service. This research aims to determine the implementation and development of 3 in 1 program services in improving the quality of public services to the population Office and civil registration of Batu City. In this study using qualitative research methods. Data collection techniques using triangulation techniques are a combination of observation techniques, interviews, and documentation. Data analysis techniques are conducted with data collection, data reduction, data presentation, and withdrawal of conclusions and producing primary and secondary. The results showed that in the implementation of the 3 In 1 program service in the production of Batu, the city has been able to run effectively and efficiently in support of improving the quality of public services. But it also has a inhibitory factor that is still many people who have not been able to access online. Meanwhile, the supporting factors are adequate facilities and infrastructures and the competence of the service personnel is good.
